This program is comprised of two short films, A Debtor's Prison and Public Money, that discuss cities and money. Court fees and fines are leading to debilitating cycles of incarceration for the poor in A Debtor's Prison. And a bold experiment in democracy is underway in Public Money as neighbors decide how to spend part of a public budget.
